Delhi Cabinet Moves to Regulate School Fees: Key Highlights of the Draft Bill

A draft bill to control fees in both government and private schools has been approved by the Delhi Cabinet. The decision was taken in response to parents’ growing annoyance with the sharp increases in school fees in the nation’s capital. The bill will become law and impose rules on the cost of private and public schools after it is introduced and approved by the Delhi Assembly.

There is currently no law in Delhi that governs how private schools set or raise their tuition.

Chief Minister Rekha Gupta presided over the meeting where the bill was approved. The bill suggests creating a three-tiered committee to oversee fee increases, according to Delhi’s education minister Ashish Sood.

“The previous administrations in Delhi did nothing to curb fee increases. “There are no guidelines to help the government stop private school fee increases,” Gupta said at a news conference after the decision was announced.

In the past, the Delhi education department had issued show-cause orders to eleven private schools regarding fee increases after receiving complaints about the practice of dummy schooling in several unaided private colleges. Officials say that about 20 such schools have been identified and will be subject to different sanctions.

This resulted from a complaint made to the chief minister regarding a Model Town private school that was allegedly raising tuition dramatically and dismissing students who failed to pay the required amount.
Gupta went on to say that her government is dedicated to openness and safeguarding the rights of children in the classroom.

Gupta added that these schools have been urged to reply and that failure to do so will result in harsh consequences. Gupta asserts that “no school has the right to remove students unfairly or harass parents over fees.”

She had stated that all schools had to abide by certain laws and regulations and that infractions would be dealt with.
