Chhattisgarh Cabinet Clears Start-up Push and Key Reforms

Start-up Policy has taken center stage in Chhattisgarh as the state cabinet on Friday approved the Student Start-up and Innovation Policy, aimed at creating a dynamic and inclusive innovation ecosystem for students. The policy is expected to benefit 50,000 students across 100 technical institutions, support the development of 500 prototypes, facilitate 500 intellectual property rights (IPR) filings, and incubate 150 start-ups, according to an official statement.

This move is a part of the state’s broader plan to promote student entrepreneurship and encourage innovation in key sectors such as agriculture, green energy, healthcare, and manufacturing. Special attention will be given to establishing innovation centres in tribal regions, ensuring students from marginalized areas are not left behind in this new wave of progress.

Innovation, Awareness, and Accessibility

The policy is structured to raise awareness about intellectual property rights and support students in translating their ideas into real-world applications. The focus is not just on ideation but also on execution—guiding young minds from the stage of concept development to creating scalable and sustainable ventures.

With this student-centric approach, the government hopes to build a generation of problem-solvers and job creators. The policy also seeks to bring innovation to the grassroots by supporting students from rural and underrepresented backgrounds.

Pan IIT Foundation Collaboration for Skill Development

In another major move, the cabinet approved a non-profit joint venture between the Chhattisgarh government and the Pan IIT Alumni Reach for India Foundation. The initiative will offer vocational training, rural entrepreneurship opportunities, and foreign language education to youth, women, and transgender individuals from tribal and marginalized communities.

The training will be conducted in government buildings identified by district authorities. Funding for the initiative will come from unspent amounts under the Tribal Sub-Plan and SC Sub-Plan schemes. The aim is to ensure accessible skill-building platforms that lead to self-reliance and empowerment across communities.

Administrative and Transport Reforms

The cabinet approved the creation of 30 new posts and granted senior selection grade pay to State Police Service officers from the 2005 to 2009 batches who have completed their qualifying service. This decision is expected to improve administrative efficiency and acknowledge long-standing service.

In the transport sector, the government amended Rule 55 of the Chhattisgarh Motor Vehicles Rules, 1994, and made changes to the Motor Vehicles Taxation Act, 1991. These amendments allow vehicle owners to retain fancy or choice registration numbers when transferring vehicles from other states. The move also aims to reduce pollution and improve road safety by incentivizing proper vehicle registration practices.

Education and Agricultural Market Reforms

As part of broader educational improvements, the cabinet approved the Chhattisgarh Private University (Amendment) Bill, 2025 to improve academic quality in the private sector. It also cleared the Chhattisgarh Kushabhau Thakre University of Journalism and Mass Communication (Amendment) Bill, 2004, to uplift journalism education and strengthen institutional capacity.

In agriculture, the Chhattisgarh Agricultural Produce Market (Amendment) Bill, 2025 was passed to enhance the regulation of local markets, aiming to improve transparency and income reliability for farmers.

Land Revenue Code Amendment for Transparency

Another key approval was the Chhattisgarh Land Revenue Code (Amendment) Bill, 2025, which introduces map-based partition, geo-referenced land maps, and streamlined mutation processes following a landholder’s death. The amendment is aimed at preventing illegal plotting and speeding up land record updates, ensuring transparency and simplicity in land management.


With the roll-out of the start-up policy and a series of forward-looking reforms, Chhattisgarh is laying the groundwork for a future that is student-driven, inclusive, and innovation-focused. These developments reflect the state’s commitment to nurturing talent, boosting entrepreneurship, and ensuring balanced regional growth.
