UPSC New Chairperson Ajay Kumar: From IIT-Kanpur to Top Post

UPSC has made Dr. Ajay Kumar, a renowned academic and bureaucrat, its new Chairperson. The Union Public Service Commission (UPSC), responsible for recruiting India’s top civil service officers, officially announced the promotion of Dr. Kumar on Friday. He replaces Dr. Manoj Soni, whose term expired on April 4, 2025.

Dr. Kumar, a member of the Indian Administrative Service (IAS) 1985 batch belonging to the Kerala cadre, is renowned for his excellent academic record and administrative experience. Holding a BTech in Electrical Engineering from IIT-Kanpur and a PhD in Business Administration from the University of Minnesota, USA, he has the distinction of possessing an excellent blend of technological knowledge and policy expertise at the top of UPSC.

The formal order of his appointment was issued by the Department of Personnel and Training (DoPT) on May 17, 2025. The notification states that Dr. Kumar will have a tenure as UPSC Chairperson from the date he takes charge and up to April 24, 2026, the day he turns 65 years old, as per UPSC norms.

Brilliant career in public administration

Prior to his appointment as Chairperson, UPSC had appointed Dr. Kumar as a member of the Commission in April 2022. His appointment was also widely appreciated considering his distinguished career in public service. Before joining UPSC, Dr. Kumar was Defence Secretary of India from August 2019 to October 2022. He also served as Secretary, Department of Defence Production, and Joint Secretary in the Ministry of Electronics and Information Technology.

As a senior official during his stint in the Ministry of Defence, he has been the key proponent of indigenisation in defence production and led policy efforts such as the Defence Acquisition Procedure 2020. His leadership also guided India’s digital security and cybersecurity policies.

Academic foundations: IIT to Minnesota

Dr. Kumar’s academic background distinguishes him from the best of bureaucrats. He completed his BTech from the Indian Institute of Technology (IIT) Kanpur, India’s top engineering college. After his engineering degree, he did a PhD in Business Administration from the University of Minnesota in the US, an unusual academic mix of technology and management.

UPSC’s new leadership direction

The UPSC, India’s top recruitment agency for the civil services, administers the Civil Services Examination (CSE) which recruits officers for the IAS, IPS, IFS, and other Group A and B services. In his absence, Member Dr. Smita Nagaraj had been acting in the capacity of Chairperson.
